A retrospective planning application has been submitted for a children’s care home in Bedford after the borough council determined that this change of use required planning permission.
The application relates to 37 Oak Road, where planning documents state children’s care home use “commenced on 19 September 2025”.
The new application has been submitted by Dial4Care Children Services and seeks permission for the care of one child aged between 10 and 17 at the three-bedroom semi-detached house.
Planning documents state the home would provide medium to long-term placements for children referred by local authorities.
Documents submitted with the application cite Bedford Borough Council’s Placement Sufficiency Strategy 2024-2028, which said only 37.4 per cent of children in the council’s care were placed within the borough boundary in 2024.
The property has no off-street parking and relies on on-street spaces, and the applicant said most staff “routinely walk, use public transport, or car share” based on experience at other children’s homes it operates in Bedford.
Earlier application refused
Documents submitted with the application say the company already operates children’s care homes at Bruthwaite Green, Wadsworth Court, Irthing Close and Turner Way in Bedford.
Council records show Bedford Borough Council refused an earlier application in February 2021, which sought confirmation that planning permission was not required for a children’s care home at the property.
In that decision, officers concluded the proposal would amount to a “material change” from a “dwelling house” to a “residential institution” and therefore required a full planning application.
