Bedford’s Embankment could gain seven self-contained flats – if plans are approved.
Bedford Borough Council has received an application to convert a former house in multiple occupation (HMO) at 10 The Embankment.
The proposed development would create seven flats, mostly one-bedroom homes, which the applicant says all meet national internal space standards.

According to the application’s documents, the property is currently vacant.
It adds that the site lies within the Bedford Conservation Area, but the applicant said the scheme would have a neutral impact on the character and appearance of the area, as no external alterations are proposed to the building.
There would be new front “boundary treatment”, using brickwork intended to match neighbouring properties.
There is no on-site parking as part of the proposal, and the applicant said the site is located within a controlled parking zone and in a sustainable location where car-free developments are “encouraged”.
The applicant also pointed to the council’s current housing land supply position, stating it is unable to demonstrate a five-year supply of deliverable housing sites.
They argue that national planning policy creates a presumption in favour of granting permission for housing developments in sustainable locations unless harm can be clearly demonstrated.
More information can be found of the council’s planning portal, reference 25/02241/FUL.
The overall consultation expiry date is Thursday, 1 January 2026.
