Bedford Borough Labour Group will bring a motion to Full Council calling for a review of the Borough’s governance arrangements and for the process of changing the directly elected Executive Mayor model to a Leader and Cabinet model of governance to begin.
The proposal is not about personalities or party politics. It is about ensuring Bedford Borough has a system of local government that delivers better decisions, stronger accountability and better outcomes for residents.
What system of local government will best serve the people of Bedford Borough, not just today, but for decades to come?
Labour believes residents deserve a Council that is open, accountable and responsive, where decisions are shaped by the collective experience of councillors representing every community across the Borough.
No matter who leads the Council, good governance should never depend on one individual.
Strong leadership is important but should always be matched by strong accountability.
The best decisions are made when different perspectives are heard, ideas are challenged, and leadership is accountable every day, not simply at election time.
Bedford Borough Labour Group believes that a Leader and Cabinet model would strengthen local democracy by ensuring that executive decisions are subject to greater scrutiny and by encouraging broader collaboration among councillors elected by residents across the Borough.
“Better decision-making”
The Group believes this would lead to better decision-making on the issues that matter most to local people, including housing, planning, transport, community safety, parks, leisure facilities and neighbourhood services.
Residents don’t judge the Council by its constitution. They judge us by whether we listen, whether we deliver and whether we spend their money wisely.
Our responsibility is to ensure we have a system of government that helps us do those things as effectively as possible.
Labour also believes the proposed changes would strengthen accountability by ensuring the Council’s leadership is continually answerable to elected councillors from every part of Bedford Borough.
Every resident elects local councillors to represent their community.
Those councillors should have a meaningful voice in shaping major decisions and in holding the Council’s leadership to account on behalf of the people who elected them.
This proposal does not diminish the role of residents. Quite the opposite.
Strengthening voices
It strengthens the voices of every community by ensuring their elected representatives have a greater role in influencing decisions that affect local people.
The Labour Group feels recent debates within the Council have highlighted the importance of reviewing Bedford Borough’s governance arrangements.
At the recent Full Council on 1 July, the Liberal Democrat Group brought a Motion of No Confidence in the Mayor, which the Labour Group supported.

While that debate focused on concerns about the current administration, Labour believes it also raised a broader question about whether the existing governance model provides the strongest possible accountability and scrutiny.
Good governance should never rely on personalities. It should rely on strong democratic institutions that serve residents well, regardless of who is in office.
Labour believes its proposal offers an opportunity to modernise local government in Bedford Borough by creating a system that is more collaborative, more transparent and better equipped to respond to the changing needs of local communities.
Ultimately, this is about building a Council that works better for the people it serves.
Residents rightly expect decisions to be transparent, public money to be carefully scrutinised and their elected representatives to have a meaningful role in shaping the future of our Borough.
Our proposal is to create a governance system that upholds those principles, not just for this Council but for subsequent Councils.
This is about strengthening local democracy, improving accountability, and ensuring that Bedford Borough has a system of government fit for the future.
The Labour Group will ask Full Council to support the principle of moving to a Leader and Cabinet model and to begin the democratic process required to consider this constitutional change.
Labour believes the question should not be who holds power, but how local government can work most effectively for the people of Bedford Borough.
The Group says this proposal is an opportunity to build a governance system that delivers better decisions, stronger accountability and greater confidence in local democracy for generations to come.
