An open letter to National Highways: East, Re: “We’re sorry”, National Highways apologises for Black Cat chaos

I am writing to raise a formal complaint regarding an incident that occurred on 5 July 2025, which involved severe delays caused by the closure or obstruction of the A1 near the Black Cat Roundabout under the responsibility of the Highways Agency.

My 7-week-old baby and I were caught in this situation for over six hours, stuck inside our vehicle with no means of escape, diversion, or proper information.

The lack of planning, poor traffic management, and absence of effective communication turned what should have been a manageable situation into an ordeal that was nothing short of hell.

Sitting in a car for that length of time with a newborn is not only distressing but poses significant health and welfare risks to my child.

At no point was assistance offered to those of us trapped, nor were any clear updates provided to the drivers.

The situation would have been entirely avoidable had there been competent planning, timely updates, and proper consideration for those caught up in the disruption.

Frankly, the disregard for public welfare, particularly for vulnerable individuals such as parents with infants, is appalling. I expect this matter to be taken seriously and investigated thoroughly. I would also like to understand:

  • 1. Why the road was blocked for such an extended period without proper diversion routes or support.
  • 2. What measures were taken to assist vulnerable individuals during this time.
  • 3. What changes will be implemented to ensure this type of incident does not occur again.

I would appreciate a written response within 14 days, along with details of your complaints process and escalation routes, should I not be satisfied with your reply.

This incident has caused significant distress to me and my family, and I trust the Highways Agency will take accountability for the failure in management and response.
